# AdjustedRates

Publishes the neutral adjusted-rate factor constant used by factor implementations when [BR-POL-001](../../business-rules.md#br-pol-001-neutral-value-for-non-applicable-rate-factors) says a factor does not apply to the current provider.

## Purpose
- Give adjusted-rate factor code one canonical neutral multiplier value.
- Keep the non-applicable-factor convention visible in a shared module instead of duplicating the literal `1`.
- Support implementations of `iAdjustedRateFactor` that follow [BR-POL-001](../../business-rules.md#br-pol-001-neutral-value-for-non-applicable-rate-factors).
